Job Overview
Position OverviewThe Business Data Analyst will provide comprehensive support in the collection, organization, and dissemination of critical data and documentation to support Department of Defense (DoD) financial and administrative operations. This role will play a key part in preparing, updating, and maintaining essential documentation—including user manuals, training materials, proposals, system specifications, installation guides, reports, and other customer deliverables. The analyst will be responsible for editing and managing content to ensure accuracy, clarity, and consistency across all mediums. Additionally, the incumbent will execute various financial and administrative tasks in accordance with Defense Logistics Agency (DLA) and DoD policies and procedures.Under general supervision, the Business Data Analyst will:

  • Prepare, review, and maintain technical and operational documentation, procedures, and methods.
  • Safeguard and update an internal documentation library.
  • Deliver or coordinate specialized documentation services as needed to meet evolving customer and project requirements.

Duties and Responsibilities

Documentation Support:

  • Collect, organize, and analyze data to prepare accurate and user-friendly manuals, reports, proposals, installation guides, and other technical or administrative deliverables.
  • Edit functional descriptions, technical specifications, user manuals, and special reports to ensure high standards of quality and compliance.
  • Coordinate and deliver specialized documentation services as required by project stakeholders.

Financial & Administrative Analysis:

  • Support financial planning and execution activities, leveraging advanced data manipulation and analysis skills.
  • Understand and apply DLA funding policy and DoD budget execution processes, including the Planning, Programming, Budgeting, and Execution (PPBE) process, Federal Management Regulation (FMR), and familiarity with Military Interdepartmental Purchase Requests (MIPRs) and related funding documents.
  • Assist in the development and reconciliation of spend plans and other financial documentation as required.

Systems & Process Documentation:

  • Prepare and maintain detailed systems, programming, and operational documentation in accordance with evolving requirements and established procedures.
  • Maintain a comprehensive, current, and accessible internal documentation library.

Collaboration & Communication:

  • Communicate effectively across functional teams and contribute independently to projects and tasks.
  • Liaise with stakeholders to clarify requirements and deliver documentation and data solutions that meet mission needs.

Minimum Qualifications

Experience:

  • Minimum of five (5) years of relevant experience as a Business Data Analyst or in a similar analytical or documentation-centric role (preferred/desired/required).
  • Demonstrated understanding of or direct experience with DLA funding policies and DoD financial execution practices.
  • Proficiency in advanced MS Excel formula use and data manipulation techniques for analysis and reporting.
  • Experience supporting financial strategies and resourcing requirements, including preparation and review of spend plans, reconciliation tasks, and budget documentation.

Technical Skills:

  • Advanced proficiency in Microsoft Excel (including complex data analysis and reporting).
  • Strong working knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint; experience with SharePoint is preferred but not required.

Additional Requirements:

  • Ability to communicate effectively both verbally and in writing.
  • Capability to operate independently and within a team structure, handling multiple projects and deadlines.
